The project at a glance

The general objective is for more women and men from communities in Peru, Ecuador and Bolivia, affected by mining and fuel extraction, to be granted their rights to be consulted and participate in the decision-making about the control, access and management of their natural resources. Governments will respect and protect their rights, and will promote inclusive, sustainable development with a gender perspective. They will contribute to adopting advanced socio-environmental standards to monitor extractive activities, and ensure responsible practices from companies, guaranteeing access to economic opportunities created by the industry.de The specific objectives are several: the empowerment of communities affected by mining activities and their organisations with knowledge, abilities and tools that allow them to exercise and defend their rights vis-à-vis the Peru, Ecuador and Bolivia governments and the mining companies. to influence the states of Peru, Ecuador and Bolivia, so that they establish effective regulations for mining industries, assign greater participation in decision-making to women and men affected by activities, prevent and solve conflict, and guarantee maximum benefits for sustainable development. to contributing to making mining companies operating in Peru, Ecuador and Bolivia and international financial institutions prove their commitment to human rights, maintain a respectful dialogue with neighbouring communities, men and women and put into practice advanced standards of corporate social and environmental responsibility. to strengthening the internal capacities of the OI Programme in South America with increased capacities to make proposals, to include gender perspective and team building at national and regional levels. Oxfam Novib supports the work in Bolivia and Peru with a total amount of Euro 200,000, Euro 100,000 for each country for 18 month (July 2007 - December 2008).

The counterpart at a glance

The extraction of natural resources (coal, oil and gas) is one of the most important economic activities in the poorer countries of the world, and particularly in many marginal areas of South America. These areas are frequently affected by environmental degradation, local community displacement and violations of human rights, and have weak regulatory frameworks and lack of control mechanisms. In recent years OI partners, allies and Oxfam staff working on extractives in Peru, Ecuador and Bolivia have demonstrated the added value that can be achieved by helping women and men from local communities near extractive activities to protect their access and control over natural resources and defend their livelihoods. Through the joint regional programme on extractive industries OI aims to ensure that a country's right to inclusive development is respected and, within this framework, that the fundamental rights of local communities affected by extractive industries are protected. The OI programme is a collaboration of Oxfam America, Oxfam Great Britain, and Oxfam Novib, Oxfam Intermón, with. Oxfam America in the lead. The proposed programme will operate in different political settings, from Peru's pro-industry environment to Bolivia's industry-restrictive approach. It will provide OI with the unique opportunity to test different models of change in the region and different contributions to poverty reduction. In alliances with coalitions that represent social movements Oxfam International supports research, advocacy and training activities. Related to this programme, Oxam Novib implements with Oxfam America a programme for the rights of Indigenous peoples. Indigenous people are routinely denied their basic rights to education and health care, clean water, and adequate nutrition. Centuries of colonialism, conflict, discrimination, and state neglect have left indigenous areas far behind in terms of income, literacy, and decent employment.
